to bring together youth in the country to celebrate the independence day. in an interview with malawi news agency (mana), one of the organizers humphreys mkandawire, said the event is targeting all young people within and outside the city who like entertainment. “most of the youth in the country don’t attend public events organized by the government, hence organization of the festival to provide them with the fun they love and many other exciting activities,” said mkandawire. he further said the event is aimed at creating a family friendly environment where by young people will celebrate the independence day including having an opportunity to celebrate with different artists. among other activities to take place include sports, arts, games and music performances by gospel artists like faith mussa, gwamba, theo thomson, ethel kamwendo banda, kbg, george kalukusha, temwa, suffix, rudo and zathu band among others. he added that everyone is invited to the event regardless of position, denomination, race tribe and other attributes. mkandawire further said everything was set and that the event was ready for the stated date. he assured that they would give the volunteers, artists and information and communications technology, gedion munthali has described as worrisome the tendency by some journalists who go ahead to write on topics they are not familiar with. munthali was speaking in lilongwe on wednesday during a workshop organized by the malawi human rights commission to orient media managers on the access to information act. munthali who is a seasoned journalist himself disclosed that of late he has been asked questions by journalists on access to information act that demonstrated the lack of understanding of the law by the concerned journalists. “imagine a question one of the journalists asked me recently who wanted to know when the head of state was going to gazette the access to information act, i told him the president does not gazette laws he only assents to them. another one asked me when the minister of information would enact the access to information bill when the process of enactment was actually done by parliament,” explained munthali. he said in both cases, there was a clear demonstration of the lack of a deeper understanding of the subject of the access to information act the two journalists wanted to write about. said munthali: “it becomes very dangerous when a journalist is not adequately informed because you end up confusing people. most of the times we have cases where the public gets confused because the people that are communicating to them are also confused. “i therefore appeal to all journalists not only those that attended the orientation workshop, but journalists across to be familiar with these pieces of legislation so that when you are asking questions you ask them from an informed angle.” he said the first person in the line of communication who should be adequately informed in terms of familiarity with the atia legislation is the journalist himself. “the orientation should not be the end in itself but let them (the journalists) get copies of the atia – let them read extensively, where they don’t understand let them consult so that when they are adequately informed, then they can effectively communicate to the public,” said munthali. munthali observed that sometimes news sources refuse to grant interviews because they see that the journalist is inadequate. “surely if the journalist is inadequate, chances of misquoting you or distorting information are very high,” he said. media institute for southern africa (misa) malawi chairperson, teresa temweka ndanga attributed the development to dwindling standards of the reading culture among many malawians. she therefore called for a revival of the reading culture in malawian schools and other institutions of learning. “the journalists ought to understand that they are not experts in the various fields they endeavor to write about hence the need for them to read widely to have sufficient background on the issue at hand. in the case of the atia, they should have grabbed the document and read it thoroughly so that they knew exactly what they were going to ask about,” explained ndanga. the malawi human rights commission is currently orienting various stakeholders on the access to information act pending its implementation human rights commission (mhrc) has expressed satisfaction with the goodwill shown by the ministry of information and communications technology (moict) in ensuring that implementation of access to information act comes soon. mhrc commissioner, benedicto kondowe on tuesday made the remarks on the sidelines of the orientation workshop for the media and nongovernmental organizations on ati at crossroads hotel in lilongwe. “our desire as a commission is that perhaps by july, the minister should appoint the commencement date because the law specifically reserves the appointment of the commencement date into the hands of the minister. “and we are pleased that there is a lot of goodwill from the moict in ensuring that this act should be rolled out. and we hope that if we are to comply with our roadmap; we should be able to ensure the commencement date from the minister as soon as possible,” said kondowe. commissioner kondowe said the workshop is one of the few preparatory activities that need to be conducted towards the commencement of the law. he said these preparatory activities, which need to be concluded by end of june 2018; are crucial as they will orient different stakeholders involved in the law before its actual implementation. “in this case, we have this orientation for members representing targeted media houses and heads of nongovernmental organizations. “the whole idea is to orient them on what the law entails and the various responsibilities and obligations which have been placed on each one of them,” said kondowe. in the ati, the hrcm has been granted the powers to enforce and provide oversight function while the ministry of information and communications technology has been given the powers to provide policy direction. in case of any impediments in beating the july target; kondowe said the hrcm would continue working hand in hand with the moict in order to build a common understanding for the betterment of malawians. director of information, gedion munthali said government would have preferred to start implementing the ati immediately after its enactment but room was given to cater for some other equally important technicalities. these, he said include mapping; which requires bringing in all stakeholders involved in the implementation of the ati, identifying information holders in all the institutions, validation of the communication strategy by all stakeholders and raising awareness. “this law intends to benefit everyone including government, the general public, organizations and even the media. as
